Mauritius continued leadership in governance excellence is confirmed by the 2025 Chandler Good Government Index (CGGI). For the fifth consecutive year, Mauritius has ranked No. 1 in Africa, reinforcing its reputation as a stable, transparent, and well-governed jurisdiction, an essential foundation for sustained economic growth and international investment.
The CGGI, now in its fifth edition, assesses government effectiveness and capability across 120 countries and seven key pillars:

Mauritius leads Africa with a global rank of 51, followed by Rwanda (59) and Botswana (61). Regionally, Morocco and South Africa also performed strongly, ranking 75th and 77th respectively.
Speaking at the regional launch in Pretoria, Dinesh Naidu, Director (Knowledge) at the Chandler Institute of Governance, noted that “Good government is built over decades, but every step forward matters.” His remarks underscore the importance of consistent reforms, digitalisation, and institutional resilience, areas where Mauritius continues to excel.

- Investor Route (AED 2 million+)
- Invest AED 2 million+ in a UAE company, startup, or real estate.
- Passive investment is enough; no active management is required.
- Entrepreneur / Company Owner Route
- Own or partner in a registered UAE pilot project/SME generating AED 1 million+ revenue, or approved by a UAE business incubator, or founder of a sold project worth AED 7 million+.

Beyond Mauritius, Tanzania recorded a noteworthy improvement, advancing from 82nd globally in 2021 to 78th in 2025, driven by its Digital Tanzania Project and the Data Protection Act. Such progress reflects Africa’s gradual but meaningful shift toward digital governance and structural transformation.
Despite fiscal challenges and regional disparities, the CGGI results reveal a cautiously optimistic outlook for Africa’s governance landscape. The continent’s youthful demographic nearly 70% under 30, offers immense potential for inclusive growth and innovation, provided governments continue to invest in job creation, education, and transparent institutions.
